The seal for the United States District Court for the Southern District of Texas sits on a chair in the Federal Courthouse Tuesday Sept. 18, 2018 in Houston.A 24-year-old Richmond man facing charges of conspiracy to support ISIS was accused by federal prosecutors in a Friday detention hearing of helping spread the organization’s propaganda, stealing credit card information and forging travel documents and identification.

“He has the means to run,” said Assistant U.S. Attorney Alamdar Hamdani. “Not only in cash but in IDs.”In his testimony, Wittliff said he worried Al Qaysi, a permanent U.S. resident who was in the process of applying for citizenship, could use a forged Iraqi passport and his American residency card to get into Canada or Mexico.

Those arguments didn’t sway U.S. Magistrate Judge Andrew Edison, who ruled that Al Qaysi be detained until his trial begins on Aug. 22.On HoustonChronicle.com:Although Al Qaysi didn’t know he was under investigation until the day he was arrested, Hamdani said investigators found deleted search history on his seized computer that included “Am I on the watchlist?” Wittliff, when asked by defense attorneys, couldn’t confirm that it was Al Qaysi who made the search.
