He argued the Emergencies Act allows cabinet to determine if there is that threat based on “multiple inputs” such as the RCMP, government officials and ministers, and not just CSIS.Article content “If I had been convinced that other orders of government, or any other law in Canada was sufficient to deal with this emergency, then we wouldn’t have met the threshold” to invoke the act, Trudeau said.Article content

“The events of the first weekend caught police by surprise. By the second weekend, it was apparent that the police were unable to end it. It was still not taken care of after the third weekend, with current tools and resources. That’s when the Prime Minister and Cabinet felt it was the right moment,” reads the statement.Article content
