found that approximately 24% of those aged 16-65 in England in 2011 had numeracy skills of “Entry level 2 or below”—equivalent to a child aged 7-9—while 49% had numeracy skills of “Entry level 3 or below” —equivalent to a child aged 9-11.
Numeracy charity National Numeracy told us its view is that the 2011 survey “remains the most up-to-date and comprehensive measure of numeracy skills in England”.
