Scrutiny row over finance reports held in private and code-of-conduct 'warning' for West Lancashire councillors
Opposition councillors with scrutiny roles at West Lancashire Council have criticised official advice to discuss financial reports in private – without the press or public – and a warning that councillors could face code-of-conduct disciplinary action if they discussed private details publicly.
The scrutiny committee chairman, Our West Lancashire Coun Adrian Owens, introduced the first financial item. Then, Our West Lancashire Coun Ian Rigby said: “So I would be held under the code-of-conduct if I moved it?” He said: “The email says it contains commercially sensitive information, like it did last year. But I don’t think it’s sensitive.”'How can we function?' But Coun Owens added: “It’s exactly the same as last year. We cannot talk with residents about anything like that? How can we function?”
Looking at other councillors around the room, Coun Owens said: “We seem to be in the majority because nobody else seems to want to speak about it.”
