Shoppers have been left enraged after they slapped with a £100 fine by a parking officer who 'hides behind a bush' to catch them out.

One shopper said that telling customers they cannot cross the road to use toilet facilities must surely contravene human rights. "A recent, and unpublicised, change to the parking regulations at the Peel Centre states that shoppers must not leave the site i.e cross at the purposely installed pedestrian crossing to visit the Quays outlet.

Another shopper, who did not wish to be named, said the fines will drive visitors away from Gloucester. They added: "It’s totally wrong. Shopping is going to die in the city.
