“Ukrainians have leveraged it in ways that were unintentional and not part of any agreement,” Shotwell said. “We know the military is using them for [communications], and that’s okay … but our intent was never to have them use it for offensive purposes.” She referred to reports that the Ukrainian military has used the Starlink service to control drones, and she spoke obliquely of “things that we can do to limit their ability to do that.” It is not clear how Starlink would prevent the service from being used for drones, and Shotwell did not provide details. “There are things that we can do, and have done,” she told reporters.Oleksiy Danilov, the secretary of Ukraine’s National Security and Defense Council, said Kyiv was not worried.
