And that only covers a fraction of the Land Office's responsibilities, which remain foreign to the few voters who have even heard of the agency. This has left Buckingham and Kleberg with the difficult task of not only selling themselves to the state’s 17.5 million registered voters, but also explaining why the office matters.
"In general, it's very hard to break out of the partisan patterns that are conditioning the top-of-the-ticket results, except in very rare cases," Blank said, citing wealthy self-funding candidates or scandal-prone incumbents as possible exceptions. Acknowledging he’ll likely need crossover support from Republicans to have a shot at winning, Kleberg — who ran as a Republican for the Texas House in 2010 — said he hopes his message will better resonate among skeptical voters when delivered in an unconventional setting.
