There is a feeling that we are surrounded by money, both lacking it and wasting it, as demonstrated by the Leinster House bike shed controversy. Spending continues to exceed safe levels. Simultaneously, administrative systems fail to deliver what the funds are intended for. Political decision-making is increasingly detached from effective implementation.There is significant tension between the elected officials and the Civil Service and agencies.

The latter view the recklessness of politics with disdain and are subjected to increasingly abusive criticism. Political complaints about officials hindering delivery are widespread. They are also self-serving. Responsibility for public administration lies with the political sphere. The government that laments the inefficiency of processes oversees them but refuses to take responsibility for changing them. Moreover, as is their right, they rejected official advice on public spending and subsequently broke fiscal rules they established.The “system,” as it describes itself, is not a monolithic entity. It comprises numerous organizations led by diverse individuals. As best as I can discern, they are overwhelmingly honorable. However, the system is poorly organized. Silos are prevalent, and vision rarely extends beyond the immediate institution. Little happens without its approval. It endures more than its fair share of political condemnation and internal sniping. Its junior officers hold disproportionate power compared to their counterparts elsewhere because they control the processes that keep the system functioning across the board. The resentment of others is a mark of pride. When your duty is safeguarding the public purse, popularity is not a requirement
