The city aimed to employ civilians in its new office and purposefully excluded law enforcement officials and their relatives in an effort to maintain independent investigations into potential misconduct. The office could also make recommendations to the police chief for discipline and offer proposals for policy and training issues. and could also impact other city boards that have existed for years.
After about three months with no movement, HB 2721 was revived in the Senate this week and minor amendments were made to the bill's language. It was ultimately passed along party lines in both the Senate and House on Thursday, and transmitted on Friday to Ducey, who will either sign it into law or not.
Phoenix still opposed the bill as it was sent to Ducey and was evaluating its potential impact on the city's new office to determine next steps, according to Wilson.
