The announcement of the new guidelines comes four months after the government completed its review of government contracts awarded to McKinsey & Company. “As of November 2022, nearly $10 billion dollars have been spent on professional and special services this year — a record level compared to previous years over the same period,” the report indicated. “The 2023-24 Main Estimates indicate that planned expenditures on professional and special services will remain steady at $19.5 billion in 2023-24.”
“Outsourcing diminishes the level of services Canadians receive across government as the people brought in don’t have to meet the same requirements when it comes to Official Languages, gender-based analysis, diversity or regional perspectives,” Carr said. “And when the contracts end, the knowledge and skills leave with the outside contractors, creating even wider gaps in our capacity that is later filled by yet another shortsighted outsourced deal.
