Miguel Berger, told Sky's Sophy Ridge on Sunday programme:"Putin continues terrorising the civilian population and we are very concerned about that because these attacks on the energy infrastructure mean that many people in freezing temperatures might be forced to leave Ukraine. Russia and Belarus are formally part of a"union state" and are closely allied economically and militarily, with Moscow using Belarus as a staging post for its 24 February invasion of Ukraine. She said, however, there was no evidence of a reduced Ukrainian will to resist, despite attacks on its power grid and other critical winter infrastructure.
