US Secretary of State Marco Rubio announced a four-part agreement with Russia to guide the re-establishment of communication channels that were severed after Russia's full-scale invasion of Ukraine in February 2022.

\Former US President Donald Trump, speaking about the conflict, stated that Ukraine 'should never have started' the war and could have previously negotiated an end to it. 'Today I heard, 'oh, we weren't invited.' Well you've been there for three years, you should have ended it ... you should have never started it. You could have made a deal,' Trump said.\Meanwhile, a Russian drone attack on Ukraine's southern Odesa region injured four people, including a child, and caused widespread power outages. Local officials reported the damage, which included a kindergarten, a children's clinic, and high-rise building windows. Mayor Hennadiy Trukhanov stated that energy workers were assessing the impact on one of the city's largest districts, affecting 250,000 residents, who lost heat and power. He noted that 500 buildings, 14 schools, and 13 kindergartens were affected. Temperatures in the city dropped to -6 degrees, making the situation with heating 'very difficult,' according to Trukhanov. He announced that schools and kindergartens in the affected district would remain closed on Wednesday. Videos from the site showed buildings with damaged ceilings, windows, facades, and doors. Odesa has been a frequent target of Russian attacks since the start of the nearly three-year-old war, particularly targeting port facilities
