The officers play a key role in coordinating between all the different emergency services

Several National Inter-Agency Liaison Officers clad in burgundy-coloured uniforms were among the various emergency services responding to a major incident in Nottingham. Police, ambulance and fire crews were all seen around the centre of Nottingham following a major incident in which three people were killed in the early hours of Tuesday .

Among the scores of officers at the scene early on Tuesday were the NILOs, who are distinctive for their unusual uniforms but are not frequently seen at incidents. The role of a NILO was first developed in 2001 by the London Fire Brigade and it involves coordinating advice and information-sharing across all the different emergency services.

The Greater Manchester Fire and Rescue Service was the next to introduce the role in 2005 and they were eventually rolled out nationwide in 2010. The function of the officers falls into two main areas. The first is providing a proactive response, with a focus on risk reduction, management and communication during operations. The second main role is a reactive response and mobilising, where the knowledge and skills of other agencies are used to bring an incident to a safe conclusion.

There are also four main categories of incidents at which a NILO may be involved including terrorism, major incidents, complex or protracted police led incidents and spontaneous or planned serious public disorder. The Fire Service College website says: "Designed for counter terrorism and other critical incidents, it has become the nationally agreed multi-agency advisory role across the emergency services.
