Northeast Ohio prosecutors have not shied away from pursuing charges in similar incidents, those that are so-called “he-said, she-said” cases. In many instances, those are among the most difficult cases to prove.

Berry looks on as Watson answers questions.CLEVELAND, Ohio — The 22 lawsuits filed against Deshaun Watson contain detailed allegations that, if substantiated, indicate clear violations of Texas and Ohio sexual-misconduct laws.

Not all of the 22 women who filed civil lawsuits against Watson also filed police reports seeking criminal charges. Furthermore, an open letter from one of the women that published this week said not all of the women who filed criminal complaints also filed civil lawsuits. “Texas does not have a felony-level offense that clearly covers most of the conduct that’s described in the civil suits,” Laurin said.

The other, sexual coercion, requires prosecutors to prove that the offender used threats of physical harm or extortion to coerce the other person into sexual contact. Harris County District Attorney Kim Ogg’s office announced after a grand jury there declined to indict Watson and that the investigation was officially closed. The office has not publicly said which charges the grand jury considered, and it declined to say so in response to a request for comment.

Three of the women also filed civil lawsuits against the bar owner after the grand jury indicted him, but before the case went to trial.Then-Cuyahoga County Common Pleas Court Judge Dick Ambrose allowed each case to get its own separate trial. Two juries found the man not guilty of all charges. Ambrose acquitted him in a third trial. And a jury found him guilty of one count of gross sexual imposition that accused him of grabbing a woman’s breasts without her consent.

She also pointed to one of the lawsuits containing a reference to text messages that Watson sent after their appointment in which he apologized for his behavior.
