So, who are these officers? They’re with lesser-known law enforcement offices in Texas known as county constables. Here’s what to know about them.A constable is a licensed peace officer in Texas who also is elected. All law enforcement officials who work under a constable are known as deputy constables.
Precinct Five, on the western edge of Houston, is headquartered just east of Katy, TX. It has 1.3 million people and is led by Republican Ted Heap.According to Texas law, constables technically have all the same powers of a traditional “police officer” or sheriff’s deputy. They can investigate, arrest, detain and use force against civilians they suspect are involved in criminal activity.
That means deputy constables patrol the region and criss-cross the same zones monitored by other law enforcement agencies, such as the sheriff’s office and the Houston Police Department. The simple answer: Back in 1836, the Texas Constitution required each county to elect a sheriff and “a sufficient number of constables,” and no one has changed it.The county budget, which is funded in large part by property taxes paid by all Harris County residents, pays for the constables. Neighborhoods and civic clubs also pay a portion of their personnel budget through the county's contract deputy program, which amounts in some cases to tens of millions of dollars.
