Photos on the president's Telegram account showed a built-up city centre strewn with burning cars, smashed windows and what appeared to be bodies on footpaths. Despite Russia's retreat from the southern port city in November, Kherson remains within reach of Russian weaponry and under constant threat. The measure, part of a €1.6tn government funding bill that passed the Senate a day earlier, will now go to President Joe Biden, who has said that he will immediately sign it into law.
