An animal welfare group claims the research carried out on 23 chinchillas in Wisconsin would not have been permitted in the EU

An animal welfare group has accused the Royal College of Surgeons in Ireland of “offshoring animal cruelty” by outsourcing experiments on chinchillas to an institute in the US, where EU regulations governing the treatment of test subjects do not apply.

Several suffered eye and ear infections, while one was observed with discharge coming from its right ear and “whitish fluid” coming from its left ear. It later developed an abscess on its right eye and was put down. However, the state-funded training body insists that any animal research carried out on its behalf in another country is conducted in accordance with international research best practice and local regulatory requirements.

One chinchilla was observed to be “very lethargic” and “anorexic” during the experiment and had “purulent discharge” coming from its left eye. EU law would have required it to be put down when its weight dropped to 516g, but the documents show that research continued until it weighed 468g. “Animal studies at RCSI are conducted only when they contribute to the advancement of knowledge that is likely to lead to the improvement of the health and welfare of animals and human beings.
