She says that ministers “need a balance to the biomedical input from Sage and to look at the health emergency/pandemic from the perspective of the economy and well-being of society”. In the early stages of the pandemic in 2020, Mr Johnson – regularly flanked by Sir Chris and Sir Patrick Vallance, who was chief scientific adviser, at Downing Street press conferences – insisted his government was “following the science”.

In written evidence, Sir Chris, who will testify in person before Lady Hallett on Thursday, says: “There may be a need to look at operational issues and the cost effectiveness of particular interventions within CMO or SAGE advice, so health economics may be relevant to the medical and scientific advice.
