The Dáil has yet to sit properly since the General Election, but a row about speaking time in the chamber has dominated life in Leinster House for the last couple of weeks.
Mr Lowry and the Regional Independent Group TDs had also confirmed on the plinth the day before that they would support the Government and that several of its members had secured ministerial positions.
