LIVE: Manchester Arena bombing: Health and prison service bosses face questions as inquiry comes to a close after almost three years

The first witness of the day is Emma Reed, Department of Health and Social Care director for the Emergency Preparedness and Health Protection Directorate.

She is being asked by counsel to the inquiry Paul Greaney KC about a series of recommendations made by inquiry chairman Sir John Saunders. It is put to the witness that healthcare at events is currently 'unregulated' by the Care Quality Commission which yesterday told the inquiry the sector had been responsible for 'unsafe care, abuse and deaths'.

The CQC has said its 'number one priority' is to regulate the sector but that the Department of Health had paused work towards bringing the sector under the CQC. {ressed by Mr Greaney, Ms Reed conceded the sector was indeed unregulated and that this would be reviewed.Pressed by Sir John whether it needed to be regulated, Ms Reed said she recognised the 'need for clear standards across the sector' but went on that 'further work' was required to establish if regulation was appropriate.Ms Reed accepted that work with CQC had to be paused because of the pandemic but was being resumed.
