The incident occurred at around 5.20pm and was witnessed by many members of the public. The vehicle was stopped by Garda members on patrol, and the driver, a 30-something man, was arrested at the scene. He was later released pending further enquiries.
The operation, known as Operation Citizen, involves high visibility patrols by Gardaí to tackle anti-social behaviour and public order offences
