Safety concerns raised over rickshaw taxis plan for Morecambe Promenade
People’s views about allowing pedi-cab or rickshaws to carry passengers along a section of Morecambe’s promenade, and possibly on local roads, are being sought throughout July
Ms Curtis said: “Licensing of pedi-cabs is complex and there are lots of things to consider, with public safety being paramount. Due to the number of users on the promenade, including cyclists, walkers, families with pushchairs or animals, councillors requested a consultation plan be set-out to obtain the public’s views.
She said pedi-cab licensing had been discussed in Parliament during a Transport Committee meeting. But the focus was London and no dates have been suggested for any new national laws. Regarding councils, Ms Curtis said York Council and South Lakeland have started systems to licence pedicabs. But both currently had no pedicabs actually licensed. In Scotland, Glasgow and Edinburgh regulate pedicabs through street trader licences.
But she added: “The risks could be addressed with licence conditions. For example, the pedi-cab rider must ensure passengers remove any flowing scarves or clothing , set a maximum speed, have seatbelt and bells, pedicab testing and maintenance.” Ms Curtis said electric batteries helped to turn the pedals, like electric bikes, but the speeds were slower than the maximum allowed on the promenade. The applicant, Mrs Manlove, had provided information.
