Taoiseach Simon Harris will support the nomination of Ursula von der Leyen for a second term as European Commission President when he joins 25 other EU leaders for a two-day summit in Brussels.
The Government is also supporting Portuguese Prime Minister Antonio Costa as the President of the Europe an Council, and Estonian Prime Minister Kaja Kallas as the EU's new foreign policy chief.
Italian Prime Minister Giorgia Meloni has let her displeasure be known that her hard right European Conservatives and Reformists group were not part of that process, given that they are expected to be the third biggest group in the European Parliament.
The council will also discuss a range of issues including the Middle East, Ukraine, security and defence and competitiveness.Ahead of the summit, Poland, Lithuania, Latvia and Estonia called for the EU to build a defence line along the bloc's border with Russia and Belarus to protect the EU from military threats and other harmful activities from Moscow.
Hybrid threats refer to a combination of military and non-military as well as covert and overt means, including disinformation, cyberattacks, economic pressure and the pushing of migrants across borders. European investment in defence and its financing will be one of the main topics of discussion among EU leaders at the summit, as Russia's war against Ukraine has entered its third year and Moscow is stepping up hybrid operations against the West.
