Pavel Durov, the Telegram chief executive who was detained by French authorities in an airport north of Paris in August, said that the change to its terms of service and privacy policy “should discourage criminals”. Accounts belonging to media group Rossiya Segodnya, owner of the RIA Novosti and Sputnik news services, and TV-Novosti, the parent of the RT news channel, were affected by the ban.
