Court rules PAC acted unlawfully in relation to former Rehab group CEO Angela Kerins

The Supreme Court has found that the Dáil's Public Accounts Committee acted unlawfully in relation to former Rehab CEO Angela Kerins by operating significantly outside its terms of reference. The court found the Dáil's Committee on Procedures and Privileges had already concluded that the PAC had acted outside its terms of reference. It wants further submissions on the issue of whether or not the PAC significantly breached the terms of the invitation it extended to Ms Kerins.

But, they claimed there were limits to what an Oireachtas committee could do and this case was about utterances directed at individual citizens, who presented at a committee and were verbally abused by deputies. Ms Kerins revealed to the High Court that she had self harmed after the hearing and did not want anyone else to have to go through what she had experienced.
